Greetings !

Pursuant to DENR Administrative Order 2014-02 (Revised Guidelines for Pollution Control Officer Accreditation) which mandates all private commercial, industrial establishments & public institutions with pollution discharges to air & water and generates solid waste and toxic and hazardous waste, to appoint a full-time Pollution Control Officer (PCO) and to seek their accreditation with the Environmental Management Bureau – Region 7. Part of the accreditation requirement is the completion of a 40-hour intensive training on environmental laws and related regulations.

In this regard, the Pollution Control Association of the Philippines Inc. Region 7, as the DENR-EMB Accredited Training Organization invites you to the mandated 40 Hours-Basic PCO Intensive Training/Capacity Development Course based on the EMB approved module with the following details.

Date / Time December 4 – 8, 2017 /Monday – Friday / 8:00 A.M – 5:00 P.M

Registration fee P 11,000.00 / pax inclusive of t-shirt, USB, seminar kit, training certificate, lunch and AM & PM snacks and plant tour.
PCO Candidate logistics requirement A laptop with power bank or spare battery and encourage to bring WIFI ready or WIFI Pocket capable, scanned copy of Environmental Compliance Certificate (ECC) and Waste Analysis Characterization Study (WACS), if available.

Similarly, the same DAO 2014-02 covers the previously accredited PCO and requires their conformance to the same guidelines effective as of February 2015 and the same existing Pollution Control Officers are required to submit their renewal and conform to the same accreditation requirement, as stipulated in the same guidelines attached herewith as Annex.

Please take note that DENR Central Office has set the maximum number of participants per training to eighty (80) pax. There will only be eighty slots per training so we will give out confirmed slots only to those have paid already. We will accept confirmations until December 2 only or until the 80 slots are filled up whichever comes first. Those that will not be accommodated will be automatically reserved to the next schedule of the training.

Qualifications Requirements for PCOs

1) Basic Qualifications:

  1. Filipino citizen, of legal age, with good moral character, and mentally and physically healthy;
  2. Full-time employee of the establishment where he/she is being appointed/ designated as PCO;
  3. Has completed the Basic PCO Training Course by an EMB-recognized training organization/institution within the last three (3) years.

2) Minimum Competency Requirement. Any of the following competency requirements shall be considered:

  1. For Category A establishments
  • Graduate of any related technical course
  • Had reached third year in tertiary level education
  • Had been with the establishment for at least three (3) years in a supervisory position or in a responsible position or equivalent experience.
  1. For Category B establishments
  • Licensed engineers/chemists with at least two (2) years relevant experience in environmental management
  • Professionals in the field of engineering or physical and natural sciences with at least three (3) years relevant experience in environmental management
  • Other professionals of appropriate discipline with at least five (5) years relevant experience in environmental management.
Criteria for Categorization of Establishments
Criteria Category A Category B
Chemical Usage, Storage, and/or Handling Using, storing, and/or handling chemicals which are not listed in Annex 1 of this Order Using, storing, and/or handling chemicals which are listed in Annex 1 of this Order regardless of quantity
Hazardous Waste Generated Small quantity generator as defined in Annex 2 of this Order
  • Large quantity generator as defined in Annex 2 of this Order;
  • Accredited Transporter; or
  • Accredited Treatment, Storage, and Disposal (TSD) facility
Air Emissions Boilers rated less than 50 HP, diesel generators at less than 300 kW, or other sources that have the potential to emit less than 10 tons per year of an air pollutant regulated under RA 8749, or establishments not required to undergo stack sampling
  • Small, medium, large-sized, or environmentally significant existing source as defined in EMB MC 2007-003; or
  • Establishments required to undergo stack sampling
Solid Waste Generated Generates more than 30 kg/day of aggregate solid wastes
  • Centralized MRF; or
  • Solid waste treatment or processing facilities; or
  • Sanitary landfill or with sanitary landfill
Wastewater Discharged Less than 30 m3/day and with effluent quality parameters not listed in Annex 3 of this Order
  • Equal to or greater than 30 m3/day; or
  • With effluent quality parameters listed in Annex 3 of this Order; or
  • Classified as Strong Wastewater (with influent BOD > 3,000 mg/L); or
  • Transporter or treater of wastewater, sewage and/or septage
Sludge Generated n/a Transporter or treater of sludge

Important Instructions

Note:

1. Pre-registration is strictly required. Walk-ins are not allowed.
2. Registration is only confirmed after receipt of payment.
3. A formal Confirmation Notice will be sent after receipt of payment. We suggest that confirmation of airline, accommodation and other bookings be done only after receipt of the confirmation notice to avoid unnecessary charges. PCAPI-7 will not be held liable for any fees as a result of change in bookings.

Cancellations:

1. In case of cancellation, a Notice of Cancellation should be sent to PCAPI-7 at least one (1) week before the event.
2. Fees are non-refundable if cancellation is made after the deadline, however a substitute delegate is welcome.
