PCO Orientation Seminar and CMR Hands-on Workshop of PCAPI-7

PCAPI-7 Conducted a Pollution Control Officer (PCO) Seminar and Hands-on Workshop on Compliance Monitoring Report (CMR) , a semi annual requirement of PD1586 on November 27-29, 2012 at Sacred Heart Center, Cebu City.

Pursuant to DENR Administrative order 1992-26, all industrial and commercial establishments, private entities, including all provincial, municipal and city government units whose activities are potential and actual source of air, water and land pollution, are required to appoint/designate a Pollution Control Officer (PCO) to address compliance of above concerns. However, only accredited PCO who had complied with the required orientation seminar and accreditation requirements are qualified to undertake such activities.

The invited speakers for the seminar were Engr. Fernando P. Quililan – Regional Director of DENR – EMB7, Engr. Marcelino B. Tabuco – Division Chief of DENR – EMB7 PCD, and Engr. William P. Cuñado – DENR – EMB7 EIM Division.

Focus discussions of the said seminar on the technical aspects of environmental management include the following:

  1. The 5 Basic Environmental Laws, its mother law, Implementing Rules and Regulations, and its Fines and Penalties
  2. Professional Qualification
  3. Pollution Control Methods
  4. PCO Functions and Competencies

The seminar was through the joint effort of Department of Environment and Natural Resources – Environmental Management Bureau Region Vll.
